Airworthiness Concern Sheet FAA Date: August 14, 2007 Gary D. Park Make, Model, Series, Serial No.: Cessna Model T303, 336, Aerospace Engineer 337, and all legacy single engine models (170, 172, 177, 180, Wichita Aircraft Certification Office 182, 185, 188, 190, 195, 206, 210).

ACE-118W Reason for Airworthiness Concern: The FAA is investigating 1801 Airport RD a possible unsafe condition where the primary latch pin is not Wichita, KS 67209 properly engaged in the seat rail/track could result in seat 316-946-4123 slippage causing the pilot not being able to reach all the controls Gary.Park@faa.gov and/or subsequently losing control of the airplane.

FAA Description of Airworthiness Concern Cessna issued Service Bulletins MEB07-1 and SEB07-5, "Pilot and Copilot Secondary Seat Stop Installation", on May 21 and 14, 2007, for the installation of a new secondary seat stop designed to provide increased safety by limiting aft travel of the seat in the event that the primary latch pin is not properly engaged into the seat rail/track. Depending on the model, the cost for the required parts is currently $262.75 to $368.46. Man-hours to install are 1.0 to 5.4 per seat. Noncompliance with this service bulletin may result in a seat slippage causing the pilot not being able to reach all the controls and/or subsequently losing control of the airplane.

In the past 20 years, since the issuance of AD 87-20-03, the NTSB has written 20 accident reports with 4 fatalities. 70 SDRs have been submitted to the FAA. During these past 20 years, the number of SDRs and accidents increased from 1.9 to 5.4 and dropped to 1.4 per year in the past 5 years while the number of accidents increased from 0.3 to 2.6 and dropped to 1.0 per year in the past 5 years.

At this time, the FAA has not made a determination on what type of corrective action (if any) should be taken. The resolution of this airworthiness concern could involve an Airworthiness Directive (AD) action or a Special Airworthiness Information Bulletin (SAIB), or the FAA could determine that no action is needed at this time. The initial Risk Assessment for this concern indicated that an AD or SAIB might be considered.

Enclosed is the Initial Risk Assessment Evaluation Chart (IRAEC).
