PILOT TOOK OFF WITH DIRECTIONAL CONTROL NORMAL. AFTER FLYING AROUND FOR APPROXIMATELY 45 MINUTES, HE RETURNED TO AIRPORT FOR TOUCH AND GOS. AIRCRAFT LEFT THE RUNWAY AND STOPPED IN A SHALLOW SNOW BANK. RIGHT WHEEL BRAKE APPARENTLY FROZE UP AFTER SNOW IN WHEEL WELL MELTED FROM HEAT DEVELOPED DURING TAXI OUT FOR TAKEOFF. ON LANDING WHEEL WAS FROZEN BUT RUDDER WAS SUFFICIENT TO HOLD ALIGNMENT WITH RUNWAY DUE TO HARD PACK OF ICE AND SNOW AS AIRCRAFT SLOWED DIRECTIONAL CONTROL WAS LOST WITH SKIDDING RIGHT WHEEL.
