NARRATIVE: THE IDAHO FALLS, IDAHO AIR TRAFFIC CONTROL TOWER REPORTED THAT IT ISSUED A TAXI CLEARANCE TO HORIZON AIRLINES (QXEA) TO TAXI TO RUNWAY 20. AT THE SAME TIME AN AIRCRAFT N2712E BEGAN TO TAXI TO RUNWAY 02 WITHOUT ANY CLEARANCE FROM IDA-ATCT. THE TIME AND DATE WAS JANUARY 25, 1995 AT 15:01 UTC/ 08:01 MST. AT 15:04 UTC N2712E TOOK OFF FROM RUNWAY 02 AND PROCEEDED NORTHBOUND. ACCORDING TO THE IDA-ATCT N2712E WAS NOT IN CONTACT WITH THEM AT ANY TIME DURING THIS EPISODE. ^PRIVACY DATA OMITTED^ THIS CASE IS CLOSED. THIS IS A FINAL REPORT.
