## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

INTENDED LOW PASS TO CHECK RUNWAY. GEAR DOWN. FULL FLAPS. IMPACTED SNOW SHORT OF RUNWAY. (-23) THE PRIVATE PILOT OF THIS BE-V35A-TC ENTERED THE TRAFFIC PATTERN AT THE PEMBINA, ND AIRPORT DURING LIGHT SNOW FALL THAT LIMITED VISIBILITY TO AN ESTIMATED 3 TO 5 MILES. DURING THE FINAL APPROACH NO TERRAIN DIFFERENTATION WAS OBSERVED DUE TO SNOW COVERING THE GROUND. THE PILOT REPORTED THAT HE HAD IDENTIFIED THE RUNWAY INITIALLY WHILE OVER THE AIRPORT AND WAS INTENDING TO DO A LOW PASS OVER THE RUNWAY TO ASSURE IDENTIFICATION. THE RUNWAY WA PLOWED FULL WIDTH BUT WAS SNOW COVERED. DURING THE ATTEMPTED LOW PASS THE PILOT DESCENDED IN A LEVEL ATTITUDE INTO THE SNOW COVERED TERRAIN. NO INJURIES RESULTED AND SUBSTANTIAL DAMAGE WAS INCURRED BY THE AIRCRAFT. ^PRIVACY DATA OMITTED^

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CHI95LA076](https://openairdocs.org/ntsb/CHI95LA076), Jan 29, 1995: Beech V35A-TC (N68DC), Pembina, ND, substantial damage. Probable cause: the pilot's misjudgement of the actual altitude of the airplane. Factors were the visual illusion caused by the snow covered runway environment and the whiteout weather condition.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
