## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

WINDSHIFT. PILOT ELECTED PICKUP BANNER DOWNWIND. STALLED ON STEEP CLIMB AFTER BANNER PICKUP. TOO LOW TO REOVER. (-23) THE BANNER THAT MR. SAMPSON WAS TO PICKUP HAD BEEN LAID-OUT BEFORE THE WIND SHIFTED. RATHER THAN RE-DEPLOYING IT, MR. SAMPSON ELECTED TO MAKE A DOWNWIND PICK-UP. HE ENGAGED THE TOWROPE, INITIATED A STEEP PULL-UP, STALLED THE AIRPLANE, AND DISENGAGED THE BANNER. HIS STALL RECOVERY PROCEDURE WAS NOT COMPLETED BEFORE THE AIRPLANE HIT THE GROUND. THE AIRPLANE RECEIVED SUBSTANTIAL DAMAGE. THE PILOT HAD ONLY MINOR INJURY.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CHI95LA177](https://openairdocs.org/ntsb/CHI95LA177), Jun 9, 1995: Cessna R172E (N5173), Plato Center, IL, substantial damage. Probable cause: the pilot's excessive pull-up during a downwind banner pick-up resulting in a stall. A factor related to the accident was the tailwind.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
