WHILE MANEUVERING TO DOWNWIND LEG, THROTTLE WAS ADVANCED. A SEVERE VIBRATION WITH LITTLE OR NO THRUST INCREASE RESULTED. ENGINE RPM THEN INCREASED RAPIDLY AND THRUST REDUCED TO ZERO. A FORCED LANDING ON AIRPORT, OFF RUNWAY, WAS MADE. AIRCRAFT DAMAGE WAS DUE TO POORLY MAINTAINED SAFETY STRIPS AND OVERRUN AREAS. SPECIFIC CAUSE OF LOSS OF THRUST COULD NOT BE DETERMINED ON SCENE. CANADIAN AUTHORITIES WILL CONDUCT FURTHER RESEARCH. SPECIFIC CAUSE OF LOSS OF THRUST COULD NOT BE DETERMINED ON SCENE. CANADIAN AUTHORITIES WILL CONDUCT FURTHER RESEARCH.
