## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

STEEP APPROACH TO ASH LAKE. FAILED TO FLARE. IMPACTED WATER. FLIPPED OVER. PILOT UNABLE TO EVACUATE. DROWNED. (-23) DURING LANDING PHASE (ON FLOATS) TO ASH LAKE, MN, 15 MILES NORTH OF ORR, MN, FROM WEST TO EAST, THE PILOT OF N828MB MADE A STEEP APPROACH AND NEVER DID FLARE THE AIRCRAFT. THE AIRCRAFT HIT THE WATER AND THE FRONT OF THE FLOATS SUBMERGED INTO THE LAKE, WHICH CAUSED THE AIRCRAFT TO FLIP OVER. THE PILOT, KERMIT E. MEEHAN, COULD NOT EVACUATE FROM THE AIRCRAFT, RESULTING IN A FATALITY.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CHI95FA307](https://openairdocs.org/ntsb/CHI95FA307), Sep 3, 1995: Cessna 172M (N828MB), Orr, MN, destroyed, 1 fatal. Probable cause: the pilot misjudged the landing flare. Factors associated with the accident were the visual illusion caused by the glassy smooth water condition and the forward center of gravity.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
