## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: ON 12-23-95, CAPTAIN CLINTON D. BOWLING, AT APPROX. 0602 LCL TAXIED OUT AS DALA FLT. 1419, FOR DEPARTURE ON RUNWAY 23L AT CLEVELAND HOPKINS AIRPORT. THERE WAS A HEAVY SNOWFALL PRIOR TO DEPARTURE WITH LARGE SNOW BANKS AND SNOW COVERED TAXIWAYS/RUNWAYS. OBSCURING SIGNS/MARKINGS. DALA 1419 WAS GIVEN TAKE-OFF CLEARANCE AND COMPLETED A WRONG-RUNWAY DEPARTURE ON RUNWAY (28) 4500' INSTEAD OF 23L. THE CREW WAS UNAWARE OF THE WRONG RUNWAY DEPARTURE UNTIL AFTER CLIMB-OUT. INVESTIGATION HAS REVEALED A NUMBER OF WRONG RUNWAY DEPARTURES AND RUNWAY INCURSIONS AT THIS AREA (23L, 23R, 28) EVEN IN GOOD WEATHER WHEN THE SIGNS AND RUNWAY MARKINGS ARE IDENTIFIABLE, AND DAYLIGHT CONDITIONS EXISTED. THE CAPTAIN AND FIRST OFFICER WERE FLIGHT CHECKED (SATISFACTORY) AND PROVIDED INFORMATION TO ALL DELTA CREWS CONCERNING THIS INCIDENT. VIA THEIR AIRLINE PAPER. ATC, NTSB (ASRS), CLEVELAND AIRPORT, CLE FSDO HAVE NOTIFIED USERS OF THIS AREA. THIS AIRPORT HAS BEEN ADDED AS A SPECIAL AIRPORT AND MOST USERS NOW HAVE GUIDANCE (AREA OF CONFUSION) TO ALERT THEM OF THIS AREA. THE AREA OF CONFUSION IS CURRENTLY BEING REVIEWED FOR SAFETY BY FAA REGIONAL (AIRPORT FLIGHT STANDARDS) AND LOCAL (CITY AIRPORT, ATC) PERSONNEL. ^PRIVACY DATA OMITTED^

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
