## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: NWA604 WAS INBOUND TO CLEVELAND HOPKINS FROM THE NORTHWEST NWA604 WAS GIVEN A CLEARANCE TO 7000'. WHICH THEY ACKNOWLEDGED. A COMMUTER BTA 3110 DEPARTING CLEVELAND AND CLIMBING TO 6000'. APPROXIMATELY TEN MILES NORTHWEST OF CLEVELAND, NWA604 WAS OBSERVED BY THE CONTROLLER TO BE AT 6600', INSTEAD OF 7000'. NWA604 ADVISED HE HAD A TCAS ALERT AND WAS CLIMBING. ATA WAS ISSUED AND ACKNOWLEDGED 6000'. ALTHOUGH HE WAS AT MODE C SHOWED 6,200'. INVESTIGATION REVEALED THAT THE RADAR REINFORCED TARGET REPORT SHOWS NWA604 LEVEL AT 6600' PRIOR TO CLIMBING TO 7100' (TCAS) THEN BACK DOWN TO 6600' PRIOR TO HIS DESCENT INTO CLEVELAND. NORTHWEST AIRLINES (MR. LARRY GANSE) WAS CONTACTED TO FIND IF NWA604 REPORTED ANY MAINTENANCE PROBLEMS (ENCODER, TRANSPONDER, ALTIMETER, PDC., ETC.), NONE WERE REPORTED. THE CREW STATEMENTS SHOW THEM LEVEL ATA 7000' CLIMBING TO 7400' AFTER THE TCAS ALERT (400' CLIMB). THE ALTIMETER AT CLEVELAND WAS 29:55 AT 1653 GTC. IF THE ACFT WAS ON 29:92, THE CURRENT 29:55 WOULD ALLOW THE CREW TO BE 370' BELOW 7000' OR 6630'. CREW ALLOWED AIRCRAFT TO REMAIN 350-400' BELOW ASSIGNED ALTITUDE (TWICE) ^PRIVACY DATA OMITTED^

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
