## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: THE PILOT MADE A PERSONAL ASSESSMENT OF LOCAL WEATHER CONDITIONS PRIOR TO TAKEOFF. AFTER TAKEOFF, HE ENCOUNTERED LOW CLOUDS ON CLIMBOUT AND ATTEMPTED TO RETURN FOR A LANDING. HE BECAME DISTRACTED BY THE ADVERSE WEATHER CONDITIONS AND PROXIMITY TO OBSTACLES AND SUBSEQUENTLY FAILED TO LOWER THE LANDING GEAR PRIOR TO TOUCHDOWN. AIRMAN COMPETENCY WAS INVOLVED. THE PILOT EXERCISED POOR JUDGEMENT IN TAKING OFF INTO ADVERSE WEATHER CONDITIONS, THEN FAILED TO USE CHECKLIST DUE TO MISMANAGEMENT OF COCKPIT WORKLOAD.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
