DURING THIS COMPETITION, THE LAST 3,000 FEET OF RNWY 24L IS NOTAM'D CLOSED. THE CONTROLLER TAPES PROVIDED TO THE CVG FSDO INDICATES ENOUGH CONFUSION ON THE PART OF THE AIRMAN, (FROM HIS FIRST CALL UP TO AND THROUGH OUT HIS PROGRESSIVE), THAT THE LOCAL CONTROLLER SHOULD HAVE BEEN MORE SITUATIONALLY AWARE OF THE SITUATION THAT WAS DEVELOPING. ^PRIVACY DATA OMITTED^ AIRMAN/AIR AGENCY COMPETENCE: THE AIRMAN NEEDED TO USE HIS "AIRPORT DIAGRAM" WHICH HE ADMITS HE HAD ON HIS LAP AND ONCE ON THE ACTIVE RUNWAY, CONFIRM HIS ASSIGNED RNWY WITH A CROSS-CHECK OF HIS DIRECTIONAL GYRO AND NOT BE HESITANT TO ASK FOR CLARIFICATION OF DIRECTIONS FROM THE LCL CONTROLLER.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
