## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

STUDENT FLARED HIGH. CFI ADVISED LOWER NOSE TOO LATE. STALLED. IMPACTED RUNWAY. DAMAGED SPAR AND CRACKED FUEL TANK. (-23) DURING A PRACTICE SHORT FIELD APPROACH BY THE STUDENT PILOT AT KFCM, THE AIRCRAFT AIRSPEED WAS ALLOWED TO GET TOO SLOW OVER THE END OF THE RUNWAY. THE INSTRUCTOR TOLD THE STUDENT TO LOWER THE NOSE AS THE STUDENT WAS ALLOWING THE NOSE TO RISE. THE AIRCRAFT WAS APPROXIMATELY 20 FEET IN THE AIR WHEN THE AIRCRAFT STALLED AND RUNWAY IMPACT OCCURRED. THE INSTRUCTOR INTERVENED PRIOR TO THE STALL, BUT WAS NOT IN SUFFICIENT TIME TO AVERT THE GROUND CONTACT. A HARD LANDING ENSUED. AIRCRAFT SUSTAINED SUBSTANTIAL DAMAGE TO THE MAIN WING SPAR, A FUEL TANK CRACKED, AND THERE WAS OTHER ASSOCIATED AIRCRAFT DAMAGE. NEITHER OCCUPANT WAS INJURED.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CHI96LA315](https://openairdocs.org/ntsb/CHI96LA315), Aug 21, 1996: Beech C-23 (N18780), Eden Prairie, MN, substantial damage. Probable cause: the instructor pilot delayed the remedial action and failed to maintain adequate supervision. The slow airspeed maintained by the student pilot was a factor.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
