As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: AT APPROXIMATELY 032OZ UALA FLIGHT 1260, A B-737-300 DEPARTED EWR FROM RUNWAY 22 RIGHT. WHILE IN CLIMB PILOT REPORTED SEVERE VIBRATION AND OSCILLATION IN RUDDER PEDALS, DECLARED AN EMERGENCY, REQUESTED RETURN TO EWR, CFR RESPONDED, LANDED ON RUNWAY (EWR) AT 2328L RWY 22 RIGHT WITHOUT FURTHER INCIDENT TAXIED TO RAMP AND DEPLANED THE 117 PASSENGERS. FLIGHT DATA AND VOICE RECORDER PULLED BY REQUEST OF NTSB. FURTHER ONSITE INVESTIGATION ONGOING BY AIRLINE, NTSB, AND INSPECTOR DODDS FROM AEA-FSDO-25 STATES THAT VIBRATION IN RUDDER PEDALS WAS PUBLICATED BY MAINTENANCE WITH THE AIRCRAFT ON JACKS. SIMILAR INCIDENT OF THIS NATURE OCCURRED IN AUGUST OF '93. AFTER OBSERVATION, I CONCUR WITH BOEING AND UALA ENGINEERING REPORTS. THIS IS A BRAKE RELATED PROBLEM NOT FLIGHT CONTROL PROBLEM
