## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: MR. PHELPS, A STUDENT PILOT, WAS ON HIS SECOND SOLO CROSS-COUNTRY, FLYING FROM KAMP AIRPORT TO WATERTOWN. ON ARRIVAL HE CALLED UNICOM BUT RECEIVED NO RESPONSE. HOWEVER, HE WAS ADVISED BY WHEELER-SACK RADAR THAT RUNWAY 25 HAD BEEN ACTIVE AT ART. ON FINAL APPROACH HE EXPERIENCED GUSTING LEFT CROSSWINDS. APPROACHING TOUCHDOWN THE WIND PICKED UP THE LEFT WING AND CAUSED THE AIRPLANE TO BALLOON. THE PILOT MADE CORRECTIONS TO STRAIGHTEN THE AIRPLANE, BUT NOSED DOWN BEFORE COMPLETE RECOVERY COULD BE MADE. THE NOSE WHEEL STRUCK THE RUNWAY, BENDING THE PROPELLOR AND NOSE WHEEL STRUT, AND CAUSED SOME DAMAGE TO THE FIREWALL. THE PILOT WAS NOT INJURED. THIS INVESTIGATION IS COMPLETE AND THIS INCIDENT IS CLOSED.

Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
