## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

MADE THREE MISSED APPROACHS. ON FOURTH APPROACH ENGINE QUIT. LANDED ON ROAD. HIT TREES. FUEL TANKS EMPTY. (-23) MR. KAGAN WAS THE PILOT IN COMMAND OF CESSNA 172, N98DE, THAT MADE A CRASH LANDING ABOUT TWO MILES SHORT OF THE BROWNSVILLE AIRPORT ON 02/23/97, DUE TO FUEL STARVATION. THIS PILOT DID NOT PERFORM PROPER FLIGHT PLANING IN THAT HE WAS INFORMED OF THE WEATHER AND WINDS TO HIS DESTINATION AIRPORT. KNOWING THAT THE WEATHER AT HIS DESTINATION WOULD IN ALL LIKELY HOOD BE IN IFR CONDITIONS, HE DID NOT HAVE SUFFICIENT FUEL TO COMPLY WITH REQUIRED FUEL REQUIREMENTS, HE WAS UNABLE TO MAKE THE REQUIRED INSTRUMENTS APPROACH AT BROWNSVILLE AIRPORT, PART OF THE PROBLEM WAS THAT HE DID NOT HAVE THE REQUIRED APPROACH PLATES IN THE AIRCRAFT.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB FTW97LA108](https://openairdocs.org/ntsb/FTW97LA108), Feb 24, 1997: Cessna R172K (N98DE), Brownsville, TX, substantial damage. Probable cause: the pilot's failure to refuel the airplane which resulted in a loss of engine power due to fuel exhaustion.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
