## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: THE PURPOSE OF THIS FLIGHT WAS TO CONDUCT AN ENGINE CHANGE FUNCTIONAL TEST FLIGHT AFTER A NORMAL GROUND RUN UP, I DEPARTED ON RUNWAY 21 AND EXPERIENCED A SUDDEN POWER LOSS ON THE UPWIND LEG AT 200' AGL. AFTER DECLARING AN EMERGENCY AND MANEUVERING THE AIRCRAFT I MADE AN UNEVENTFUL LANDING ON THE ALFA TAXI WAY OPPOSITE IN DIRECTION FROM THE TAKEOFF RUNWAY. THERE WAS NO DAMAGE TO THE AIRCRAFT OR ANY PART OF THE TAXIWAY. INVESTIGATION REVEALED COWLING SCREW IN INDUCTION INLET DUCT WHEN ENGINE WAS REMOVED FROM THE AIRCRAFT. ADDITIONALLY PA-28 N240D WAS UNDER GOING INSPECTION AND MAINTENANCE IN THE HANGAR AT THE SAME TIME N8252T WAS UNDERGOING ENGINE CHANGE. N240D HAD NUMEROUS NEW SCREWS INSTALLED IN THE ENGINE COWLING. THE SCREW FOUND IN N8252T INLET WAS A USED SCREW, AND THE PAINT ON THE SCREW MATCHED THE PAINT ON N240D. INCIDENT CLOSED AND INVESTIGATION RESPONSIBILITY TURNED OVER TO PRINCIPAL MAINTENANCE INSPECTOR (PMI) DEAN HENNIES WP-07 TO DETERMINE HOW SCREW OR SCREWS ARRIVED IN N8252T INLET DUCT. ALSO AWAITING TEARDOWN REPORT ON ENGINE.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
