## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

DEPARTED FOR PARACHUTE JUMP, CLIMBED 4000FT, LOST RADIO/RADAR CONTACT AT 3600FT, ONE JUMPED BEFORE CRASH. (-23) THE AIRPLANE APPEARED TO BE STABLE IN CRUISE FLIGHT AND THE PILOT ALLOWED IT TO GET INTO A SPIN SITUATION, AND APPARENTLY WAS UNABLE TO RECOVER FROM THE STALL-SPIN. AS A RESULT THE AIRCRAFT SUFFERED SUBSTANTIAL DAMAGE AND THE PILOT AND FIVE JUMPERS ONBOARD DIED. NO ENFORCEMENT ACTION IS TAKEN AGAINST THE PILOT SINCE HE IS DECEASED. THERE IS NO EVIDENCE THAT THE PILOT HAD ANY KIND OF SPIN TRAINING SINCE IT IS NOT REQUIRED FOR COMMERCIAL PILOT LEVEL, THEREFORE I AM MAKING SAFETY RECOMMENDATIONS TO INCLUDE SPIN TRAINING, AND SPIN DEMONSTRATIONS FOR PRIVATE AND COMMERCIAL PILOTS UNDER FAR PART 61.107, 61.127, 61.56, AND FAR PART 105 TO INCLUDE PILOT SATISFACTORYDEMONSTRATION OF PARACHUTE JUMPING OPERATIONS TRAINING. AS PART OF THE ACCIDENT INVESTIGATION, IT WAS DISCOVERED THAT TWO DIFFERENT IA'S (INSPECTOR AUTHORIZATION) PERFORMED MAINTENANCE ON AIRCRAFT N8214Z IN THE PAST USING UNAPPROVED DATA, AS REVEALED ON THE MAJOR REPAIR AND ALTERATION, FAA FORM 337,^PRIVACY DATA OMITTED^ ^PRIVACY DATA OMITTED^

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB MIA97FA173](https://openairdocs.org/ntsb/MIA97FA173), May 25, 1997: Cessna 205 (N8214Z), Homestead, FL, destroyed, 6 fatal. Probable cause: The pilot-in-command's failure to maintain airspeed as he slowed for a parachutist to jump from the aircraft, and his failure to apply spin recovery emergency procedures prior to ground impact.…

## Other reports on N8214Z (1)

Matched to the same aircraft by N-number and date.

- [Incident 19910723040369I](https://openairdocs.org/incident/19910723040369I), Jul 23, 1991: Cessna 2105A (N8214Z), Homestead, FL, 2 fatal. Instructor and student jumpers main chute did not deploy. Reserve chute only half deployed. Two fatalities.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
