## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: ON SEPTEMBER 26, 1997, AIRCRAFT N473UE, A JETSTREAM MODEL 3201, OPERATED BY ATLANTIC COAST AIRLINES, LOST HYDRAULIC SYSTEM PRESSURE ON APPROACH TO NEWARK AIRPORT (EWR). WHILE ATTEMPTING AN EMERGENCY GEAR EXTENSION, THE PILOT WAS UNABLE TO TURN THE EMERGENCY GEAR AND FLAP EXTENSION HYDRAULIC SYSTEM SELECTOR VALVE TO THE GEAR POSITION. SEVERAL ATTEMPTS WERE MADE TO PRY THE VALVE WITH A SCREWDRIVER. THE VALVE FAILED TO MOVE. THE FIRST OFFICER GOT OUT OF HIS SEAT AND REPEATEDLY STRUCK THE SELECTOR VALVE WITH THE GEAR PUMP HANDLE UNTIL IT CAME FREE. THE GEAR WAS PUMPED DOWN AND THE AIRCRAFT LANDED WITHOUT FURTHER INCIDENT. MAINTENANCE FOUND THAT THE HYDRAULIC CHECK VALVE (PN 400005) HAD FAILED AND CAUSED THE LOSS OF HYDRAULIC SYSTEM FLUID. NOTE: THERE ARE OTHER DOCUMENTED FAILURES OF THIS VALVE IN THE SDR DATA BASE FOR THE JETSTREAM MODEL 3201 WHICH HAVE CAUSED THE LOSS OF SYSTEM FLUID. A REVIEW OF THE AIRCRAFT RECORDS REVEALED THAT THE EMERGENCY SELECTOR VALVE (PN AIR87360-1, SN LK9003539) WAS INSTALLED ON THE AIRCRAFT ON JUNE 13, 1996. THE PARTS TAG SHOWED THAT PIEDMONT AVIATION SERVICES, FAA REPAIR STATION PAIR208A, BENCH TESTED THE VALVE IN ACCORDANCE WITH 29-10-32 OF THE APPH (AP PRECISION HYDRAULICS LTD) MANUAL ON SEPTEMBER 20, 1994. THE TAG ALSO SHOWED THAT SERVICE BULLETIN 8679-29-02 AND AD 92-07-04 WERE COMPLIED WITH AT THAT TIME. ^PRIVACY DATA OMITTED^

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
