## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

NARRATIVE: EVA 15 WAS ISSUED A TAXI CLEARANCE AND APPLIED THRUST. THE JET BLAST CAUSED GROUND EQUIPMENT TO MOVE IN THE GATE AREA BEHIND THE EVA AIRCRAFT. ONE CART STRUCK A RAMP SERVICE AGENT, THEN CONTINUED ROLLING, STRIKING THE #1 ENGINE COWL OF A CHINA AIRLINES B-747 (REGISTRATION B-162) PARKED IN GATE 102. THE INJURED RAMP AGENT WAS TRANSFERRED TO THE HOSPITAL, INITIALLY IN SERIOUS CONDITION. ANOTHER EMPLOYEE RECEIVED A MINOR LEG INJURY. THE FAN DUCT OF THE #1 ENGINE WAS PUNCTURED. THE 12 INCH BY 12 INCH DAMAGED AREA WAS REPAIRED AND THE FLIGHT DEPARTED APPROXIMATELY 2 HOURS LATER. WITNESSES STATE THAT IT APPEARED THE EVA WAS USING TOO MUCH POWER WHEN TAXIING OUT OF THE RAMP AREA. THE DIRECTION OF TAXI REQUIRED THE AIRCRAFT TO OVERCOME AN UPWARD INCLINE. EVA AIR REPORTS THAT THE FLIGHT DATA READING INDICATED, "THE AVERAGE N1 THRUST WAS 43% AT BREAK AWAY, THEN GRADUALLY REDUCED TO 38% AFTER ACHIEVING A GROUND SPEED OF 4 KTS." THE RECORDED MAXIMUM THRUST ON ENGINES 1 THROUGH 4 WERE 43.6%, 43.4%, 44.4% AND 42.2% RESPECTIVELY. LOS ANGELES DEPARTMENT OF AIRPORTS AND AIRPORT POLICE RESPONDED TO THE INCIDENT. THE INCIDENT REPORT PREPARED BY LAX DEPT. OF AIRPORTS, INDICATES THAT THE CARTS MOVED BY THE JET BLAST WERE NOT "BRAKE LOCKED". THIS INCIDENT INVESTIGATION IS CLOSED.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
