## Narrative

NARRATIVE: ON DEC. 15, 1997, APPLICANT PAUL G. HAVEL FLYING ATP PRACTICAL EXAM WITH MR. ROGERS A. PORTER IN A PIPER SEMINOLE N36699. DURING A SIMULATED SINGLE ENGINE ILS APPROACH AT MOBILE DOWNTOWN AIRPORT (BFM). MR. HAVEL FAILED TO PUT THE LANDING GEAR DOWN AT THE FINAL APPROACH FIX DUE TO A DISTRACTION WITH AN AIRCRAFT HEATER MALFUNCTION. MR. ROGERS A. PORTER THE FLIGHT EXAMINER FAILED TO CATCH THE MISTAKE. THE FIRST INDICATION OF GEAR UP CONFIGURATION WAS NOTICED WHEN THE TAIL SKID CAME ON CONTACT WITH THE RUNWAY. AT THIS POINT, THE PILOTS HAD SUFFICIENT AIRSPEED AND KEPT THE AIRCRAFT OFF THE GROUND AND RECONFIGURED THE LANDING GEAR FOR LANDING. NEITHER THE PROPELLERS NOR THE ENGINES STOPPED FUNCTIONING DURING THIS TIME. ALSO, THE TAIL SKID WAS SCRAPED AND THE STEP LOOKED THAT IT HAD SOME ABRASION. NO FURTHER DAMAGE WAS OBSERVED. THE APPLICANT FILED AN AVIATION SAFETY REPORT (NASA ARC 277) DESCRIBING THE INCIDENT ON 17 DEC. 97. ON 20 DEC. 97 THE APPLICANT COMPLETED ADDITIONAL TRAINING AND REACCOMPLISHED THE ATP PRACTICAL FLIGHT EVALUATION ON THE SAME DAY. INSPECTOR HARVEY J. SCHWAB IS SCHEDULED TO FLY WITH MR. ROGERS A. PORTER FOR HIS PILOT EXAMINER DESIGNATION RENEWAL ON JANUARY 13, 1998. COUNSELING HAS BEEN DONE TO BOTH PILOTS.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
