## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THIS INCIDENT WAS BROUGHT TO MY ATTENTION 9/20/99. AFTER CHECKING ALL RESOURCES I DETERMINED THAT THIS OFFICE NEVER RECEIVED THE FIRST 8020-11 THAT WOULD HAVE ARRIVED VIA FAX AROUND JANUARY 4, 1998. ON 9/20/99 I REQUESTED ARTCC QUALITY ASSURANCE SEND ME A NEW FAX ON THIS INCIDENT. SEPTEMBER 21, 1999 I RECEIVED THE FAX, AND IT WASN'T UNTIL TODAY 10/04/1999 THAT THIS INCIDENT WAS ONCE AGAIN BROUGHT TO MY ATTENTION. THERE IS INSUFFICIENT INFORMATION 19 MONTHS AFTER THE INCIDENT TO CONTINUE WITH ANY ACTION. I HAVE DETERMINED THAT THIS INCIDENT HAPPENED TOO LONG AGO AND HAS THUS BECOME STALE.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
