## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(.4)AFTER AN UNEVENTFUL BANNER TOWING FLIGHT, THE PILOT RETURNED TO THE RUCKEL AIRSTRIP. AFTER TURNING FINAL APPROACH, THE PILOT RELEASED THE BANNER IN TOW, REDUCED POWER ON THE AIRCRAFT, IMPLEMENTED FULL FLAPS AND DECREASED AIRSPEED TO 60 KIAS. ACCORDING TO THE PILOT, A TAILWIND CAUSED THE AIRPLANE TO LAND HARD AND FAST. THE AIRPLANE SUBSEQUENTLY SLID OFF THE END OF THE WET GRASS STRIP AND COLLIDED WITH TREES. (-23) PILOT HAD PICKED UP BANNER AFTER DEPARTURE. A THUNDER STORM PASSED OVER AIRPORT- GRASS STRIP- UPON RETURN PILOT DROPPED BANNER AND UPOIN LANDING AIRCRAFT HYDROPLANED WITH NO BRAKING POSSIBLE. RAN OFF END OF RUNWAY, HIT TREES, AND CAME TO STOP.

## The NTSB's investigation of this event (1)
