## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

FLOAT PLANE MADE A HARD WATER LANDING 20 FEET OFF SHORE AT THE SOUTHWEST END OF ALLEN ISLAND, BURROUGHS BAY. THE ACFT WAS PARTIALLY SUBMERGED, THE PASSENGER SUFFERED FATAL INJURIES, THE PILOT HAS SERIOUS INJURIES. (-23)N1069M, A FLOAT EQUIPPED CESSNA 172L, COLLIDED WITH THE SEA-LEVEL TERRAIN ON A PRIVATE ISLAND ABOUT 7 MILES SOUTH OF ANACORTES, WASHINGTON. INSTRUMENT METEOROLOGICAL CONDITIONS PREVAILED AT THE TIME OF THE ACCIDENT. THE PILOT HAD ALREADY TURNED BACK ONCE; THIS WAS HIS SECOND ATTEMPT TO REACH HIS DESTINATION. IT APPEARS PILOT WAS "SCUD RUNNING" WHEN HE COLLIDED WITH THE TERRAIN.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB SEA98FA170](https://openairdocs.org/ntsb/SEA98FA170), Aug 26, 1998: Cessna 172L (N1069M), Anacortes, WA, substantial damage, 1 fatal. Probable cause: Terrain clearance was not maintained. A low ceiling and the pilot's inadequate in-flight planning/decision were factors.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
