## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(.4) THE CERTIFICATED AIRLINE TRANSPORT PILOT WAS CONDUCTING A CFR PART 135 CARGO FLIGHT TO A REMOTE AIRPORT. HE WAS MAKING A VISUAL APPROACH DURING DARK NIGHT CONDITIONS IN A TWIN-ENGINE TURBOPROP AIRPLANE. ON THE DOWNWIND PORTION OF THE LANDING APPROACH, THE PILOT SELECTED FLAPS DOWN, BUT NOTHING HAPPENED. THE PILOT'S TROUBLE SHOOTING DID NOT REMEDY THE FLAP PROBLEM, AND HE ELECTED TO MAKE A FLAPS-UP LANDING. THE AIRPLANE SETTLED ONTO THE RUNWAY WITH THE LANDING GEAR RETRACTED. THE AIRPLANE RECEIVED DAMAGE TO THE UNDERSIDE, AFT END OF THE FUSELAGE, THE ENGINE NACELLES, AND PROPELLERS. THE AIRPLANE IS EQUIPPED WITH A LANDING GEAR WARNING HORN, AND A RED CAUTIONARY ANNUNCIATOR LIGHT IN THE LANDING GEAR HANDLE. THE OPERATOR REPORTED THERE WAS NO MECHANICAL MALFUNCTION WITH THE AIRPLANE. (-23) THE PILOT WAS CLEARED FOR A VISUAL APPROACH UPON ARRIVAL AT THE ST. MARY'S AREA. ON AN EXTENDED LEFT BASE FOR RUNWAY 16, THE PILOT SELECTED FLAPS TO THE TAKEOFF POSITION. THE FLAPS DID NOT EXTEND. THE PILOT CYCLED THE FLAPS SEVERAL TIMES AND CHECKED THE FLAP CIRCUIT BREAKER FOR PROPER POSITION. HE WAS UNABLE TO EXTEND THE FLAPS. THE PILOT STATED THAT HE CAPTURED THE LOCALIZER AND VASI, ADVANCED THE PROPELLER LEVERS FULL FORWARD, AND SETTLED ONTO THE RUNWAY WITH THE LANDING GEAR IN THE UP POSITION. ALASKA CENTRAL WXPRESS IS AUTHORIZED TO OPERATE THEIR BE-1900'S WITH ONE PILOT. MR. THOMPSON HAS APPROXIMATELY 950 HOURS SINGLE PILOT TIME IN THE BE-1900.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.
