## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) AIRPLANE RAN OUT OF FUEL. PILOT LANDED INA FIELD, HIT HARD AND BOUNCED TWICE, KNOCKING OFF NOSE AND RIGHT MAIN GEAR. OPERATIONS INSPECTOR CLYDE B. O'NEILL INTERVIEWED WILLIAM D. HOGAN, PIC, ON THE TELEPHONE ON 01/08/99. INSPECTOR O'NEILL DETERMINED THAT A PROBABLE CAUSE OF THE AIRCRAFT EXPERIENCING FUEL EXHAUSTION WAS THE ASSUMPTION THAT HIS AIRCRAFT HAD BEEN PROPERLY FUELED IN INDIANAPOLIS, BASED ON THE AMOUNT OF FUEL THAT HE WAS BILLED FOR BY THE FBO, VERSUS THE CALCULATED FUEL BURNED TO GET TO INDIANOPOLIS. A FUELING ERROR RESULTED IN ONLY 14 GALLONS OF FUEL BEING ADDED TO THE AIRCRAFT INSTEAD OF THE 34 GALLONS THAT WERE BILLED. THIS RESULTED IN A SHORTAGE OF 24 GALLONS. INPECTOR O'NEILL DETERMINED THAT MR. HOGAN POSSESSED ADEQUATE KNOWLEDGE OF AIRCRAFT PERFORMANCE AND FUEL CONSUMPTION, BUT MADE THE MISTAKE OF NOT VISUALLY CHECKING THAT THE AIRCRAFT TANKS WERE FULL, INSPECTOR COUNSELED MR. HOGAN ON THESE MATTERS.
