## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) OPERATIONS INSPECTOR CLYDE B. O'NEILL INTERVIEWED JEFFREY FLETCHER (PIC) AND DAVID JUNKER (PRIVATE PILOT) ON 12/28/98, AT THE BRAITHWAITE AIRPORT (LA75). INSPECTOR O'NEILL DETERMINED THAT A PROBABLE CAUSE OF THE UNCONTROLLED ROLL OF THE AIRCRAFT WAS DUE TO A TYPE OF WAVE PHENOMENA CREATED BY THE PREVAILING WIND BEING DEFLECTED OVER THE MISSISSIPPI RIVER LEVEE. AFTER THE PIC INITIATED RECOVERY FROM THE STALL/SPIN, THE PRIVATE PILOT MADE OPPOSING CONTROL INPUTS THAT PROBABLY CONTRIBUTED TO THE DELAY IN RECOVERY AND RESULTANT GROUND CONTACT. INSPECTOR O'NEILL DETERMINED THAT THE PIC WAS KNOWLEDGEABLE OF STALL/SPIN RECOVERY PROCEDURES AND COUNSELED HIM ON RELATED MATTERS.
