## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-5) ON JAN 10, 1999 AROUND 1100 HOURS EST...I HAD FILED AN IFR FLIGHT PLANWITH ALTOONA FLIGHT SERVICE STATION. AT THE TIME I FILED, I ASKED FOR JST WEATHER AND RECEIVED IT. AFTER A PREFLIGHT OF N424CP, I RADIOED THE SAME FSS REQUESTING AN IFR CLEARANCE TO JST TELLING FSS I WOULD BE USING RUNWAY 20, AS I COULD SEE THE WINDSOCK WAS FAVORING THAT RUNWAY. FSS SAID HE WOULD PUT ME ON REQUEST. I STARTED TO TAXIE FROM PENN AIR ON THE MAIN RAMP. THE SURFACE ON THE MAIN RAMP WAS GOOD...SOME PATCHY ICE. THE BRAKING WAS GOOD. I TAXIED OUT AND ONTO TAXIEWAY CHARLIE, WHICH IS THE STANDARD PARALLEL TAXIEWAY. MOVING AT IDLE SPEED, I WENT APPROXIMATELY 30' AND THE AIRPLANE STARTED TO SLIDE, BECAUSE THE TAXIEWAY WAS SOLID ICE. I STARTED INTO REVERSE, BUT I DON'T THINK I GOT PAST BETA WHEN THE PLANE HAD MADE A 90 DEGREE TURN TO THE LEFT INTO A PLOWED SNOW FURROW. THE LEFT MAIN WERE OFF THE TAXIEWAY ABOUT THREE FEET. THE RIGHT MAINS WERE OFF SEVEN FEET. REMARKS: I FOUND OUT THE NEXT DAY THAT TAXIEWAY CHARLIE WAS CLOSED BEFORE I HAD TAXIED OUT. I DIDN'T KNOW THAT. I WOULD RELATE THE ICY TAXIEWAYS TO ICE CUBES IN A SINK.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
