## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

PILOT DECLARED AN EMERGENCY DUE TO ENGINE FAILURE. ATTEMPTED TO LAND AND DITCHED IN TAMPA BAY. OTHER CIRCUMSTANCES ARE UNKNOWN. (-23) AT ABOUT 2,000 FEET ABOVE THE WATER, THE AIRCRAFT ENGINE STARTED TO LOSE POWER. THE PILOT STATED HE WENT TO FULL RICH AND FULL POWER, TURNED ON FULL PUMP AND SWITCHED TANKS. THE ENGINE STILL WOULD NOT DEVELOP FULL POWER. THE AIRCRAFT MADE A WATER LANDING. SEE PILOT'S STATEMENT ATTACHED. INSPECTION OF THE ENGINE AND ACCESSORIES DID NOT REVEAL THE CAUSE OF THE ENGINE TO LOSE POWER. THE RIGHT FUEL TANK HAD 10 PLUS GALLONS OF FUEL. WE WERE UNABLE TO DETERMINE THE AMOUNT OF FUEL IN THE LEFT TANK BECAUSE OF THE LARGE AMOUNT OF WATER IN THE TANK.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
