## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(.19) ON APRIL 14, 1999, AT 1500 PACIFIC DAYLIGHT TIME, AN ICA-BRASOV IS-28B2, N843, REGISTERED TO AND OPERATED BY THE PILOT AS A PUBLIC INSTRUCITONAL FLIGHT, COLLIDED WITH POWER LINES WHILE ON APPROACH TO A PRIVATE AIRSTRIP NEAR NORTH PLAINS, OREGON. VISUAL METEOROLOGICAL CONDITIONS PREVAILED AND NO FLIGHT PLAN WAS FILED. THE GLIDER WAS SUBSTANTIALLY DAMAGED. THE FLIGHT INSTRUCTOR RECEIVED MINOR INJURIES, WHILE THE PILOT-RATED PASSENGER, ALSO A FLIGHT INSTRUCTOR, WAS NOT INJURED. THE PURPOSE OF THE FLIGHT WAS A CURRENCY CHECK FOR THE PILOT-RATED PASSENGER. THE PILOTS REPORTED THAT WHILE ON FINAL APPROACH FOR A SHORT FIELD LANDING, THE GLIDER LOST ALTITUDE AND ALTHOUGH IT CLEARED TREES, IT WAS NOT ABLE TO CLEAR THE POWER LINE THAT CROSSED THE FLIGHT PATH. THE CANOPY OF THE GLIDER CONTACTED AND SEVERED THE POWER LINE. THE GLIDER WAS UNABLE TO MAKE IT TO THE AIRSTRIP AND A LANDING WAS MADE TO A NEARBY FIELD. (-23) WHILE ON FINAL APPROACH, SPOILERS WERE FULLY DEPLOYED PREMATURELY AND GLIDER STRUCK ELECTRICAL WIRES AT THE APPROACH END OF THE RUNWAY. THE GLIDER COULD NOT MAINTAIN FLIGHT, BUT THE CONTROLS WERE STILL EFFECTIVE. THE PITCH AND ROLL WERE KEPT LEVEL, ALLOWING THE PILOT TO LAND ON THE MAIN GEAR.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB SEA99TA051](https://openairdocs.org/ntsb/SEA99TA051), Apr 14, 1999: I.C.A. Brasov IS-28B2 (N843), North Plains, OR, substantial damage. Probable cause: The second pilot did not maintain clearance from power lines. The pilot-in-command did not adequately supervise the second pilot, and the second pilot's diverted attention and lack of familiarity…

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
