## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON MONDAY, MAY 3, 1999 AT 1200 EDT, A PIPER PA-22-150, N2716P, OWNED AND PILOTED BY ^PRIVACY DATA OMI^ IMPACTED THE GROUND IN A FIELD APPROX. 8-10 MILES NORTH OF OSWEGO COUNTY AIRPORT IN FULTON, NEW YORK. VISUAL METEOROLOGICAL CONDITIONS PREVAILED AND NO FLIGHT PLAN WAS FILED FOR THE PERSONAL FLIGHT. THE AIRCRAFT, WITH ONLY THE PILOT ON BOARD, LOST POWER AFTER A LOW-LEVEL PASS OF AN UNCOMPLETED AIRSTRIP BEHIND HIS HOME. THE A/C STRUCK THE TOPS OF TREES AND CAME TO REST IN A SEVERE NOSE-DOWN ATTITUDE, APPROX. 75 FEET FROM THE FIRST TREE IMPACT. THE ELT ACTIVATED FROM THE IMPACT. THE A/C WAS SUBSTANTIALLY DAMAGED AND THE PILOT SUSTAINED SERIOUS INJURIES.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB NYC99LA105](https://openairdocs.org/ntsb/NYC99LA105), May 3, 1999: Piper PA-22-150 (N2716P), Oswego, NY, substantial damage. Probable cause: The pilot's inadequate fuel management which resulted in fuel starvation and subsequent loss of engine power.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
