## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON MARCH 30, 1999, PILOT TOOK OFF WITH TWO PASSENGERS ON BOARD. TWENTY MINUTES INTO THE FLIGHT, THE PILOT MADE DECISION TO LAND DUE TO UNFAVORABLE WIND DIRECTION. DURING THE ATTEMPT TO STABILIZE THE BALLOON, AND TO PREVENT THE ENVELOPE FROM TOUCHING POWER LINES, CREW MEMBERS PULLED THE CROWN LINE CAUSING THE BASKET TO TIP OVER. AT THIS STAGE THE PASSENGERS FELL DOWN AND A PASSENGER HIT HER FACE AGAINST THE BURNER HANDLE. SHE WAS DIAGNOSED HAVING NASAL FRACTURE WITH SEPTAL DISPLACEMENT, WHICH WAS SURGICALLY REPAIRED ON JUNE 3, 1999. COPIES OF THIS REPORT ARE BEING FORWARDED TO OPERATIONS SUPERVISOR AND SAFETY PROGRAM MANAGER FOR CONSIDERATIONS.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
