## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON AUGUST 07, 1999 I WAS DISPATCHED TO THE ACCIDENT OF A PIPER P-28-140 N6791W. I ARRIVED ON THE SCENE AT ABOUT 10:15 AM ON AUGUST 08, 1999 WITH MR. ROGER WILHOIT ANOTHER INSPECTOR FROM THIS OFFICE. MR. WILHOIT TOOK PHOTOS OF THE SCENE AND INTERVIEWED MR. DOUGLAS S. ALLEN THE PILOT OF N6791W. THE PILOT STATED THAT HE WAS IN CRUISE FLIGHT WHEN THE AIRCRAFT BEGAN TO LOSE POWER. HE THEN TRIED TO LOCATE THE NEAREST AIRPORT WITH THE LORAN, BUT COULD NOT MAKE IT. HE THEN SELECTED THE NEAREST FIELD AND STARTED AN APPROACH. ON SHORT FINAL MR. ALLEN SAW A ROAD THAT PARALLELED THE FIELD AND DECIDED TO LAND ON THE ROAD. MR. ALLEN STATED THAT HE SAW THE POWER LINES, BUT THOUGHT HE WOULD CLEAR THEM. THE AIRCRAFT STRUCK THE POWER LINES AND LANDED ON THE EDGE OF THE FIELD AND ROAD. THERE WAS NO INJURIES. THE WIRES DID MINOR DAMAGE TO THE LEFT INBOARD LEADING EDGE, THE LEFT LANDING GEAR, THE LEFT FUSELAGE AFT OF THE WING AREA, THE LEFT LANDING GEAR FAIRINGS AND THE LEFT SIDE OF THE ELEVATOR TRAILING EDGE. THE AIRCRAFT LANDED WITH THE LEFT LANDING GEAR, OFF THE SHOULDER OF THE ROAD. THE SHOULDER WAS TOO SOFT TO SUPPORT THE WEIGHT OF THE AIRCRAFT. THE AIRCRAFT VEERED TO THE RIGHT AND THE NOSE WHEEL BROKE OFF. THE PROP STRUCK THE GROUND AND THE ENGINE TOP. THE LOWER ENGINE COWLING WAS DAMAGED. THE AIRCRAFT SUSTAINED ONLY MINOR DAMAGES. STEPHEN A. BLANSET, AVIATION SAFETY INSPECTOR, FSDO 05

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
