## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE PILOT TOOK OFF AT 1410 EDT, ON 8/28/99, FROM THE ABINGDON, VA (VJI) AIRPORT WITH A PASSENGER FOR A VFR NAVIGATIONAL FLIGHT. UPON RETURNING TO THE VJI AIRPORT FOR A LANDING THE LANDING GEAR WOULD NOT EXTEND FULLY. THE PILOT ELECTED TO FLY IN THE LOCAL AREA TO BURN OFF FUEL AND TRY TO EXTEND THE LANDING GEAR MANUALLY. WHEN THE PILOT WAS UNABLE TO EXTEND THE LANDING GEAR FULLY INTO THE DOWN AND LOCKED POSITION HE DECLARED AN EMERGENCY AND LANDED NEXT TO RWY 6 ON THE GRASS. THE LANDING GEAR COLLAPSED CAUSING DAMAGE TO THE BELLY OF THE AIRCRAFT AND TO BOTH PROPELLERS AND ENGINES. THE PILOT SUSTAINED MINOR INJURIES AND THE PASSENGER WAS UNHURT.
