(-23) NOSE WHEEL CAME OFF ON LANDING. NUT AND COTTER PIN MISSING FROM NOSE WHEEL SHAFT. LAST ANNUAL 2-99. HELD DISCUSSIONS WITH MECHANIC WHO SAID THE NUT AND COTTER PIN WAS IN PLACE DURING LAST ANNUAL INSPECTION. NO FURTHER ACTION.
