## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT STATED THAT ON LANDING IN A CONFINED AREA, AS THE AIRPLANE WAS COMING OFF STEP, A GUST OF WIND CAUGHT THE RIGHT WING CAUSING LEFT WINGTIP TO CONTACT WATER. THE AIRPLANE GROUNDLOOPED TO THE LEFT AND CAME TO REST ON THE MARSH ADJACENT TO THE WATER. THE REDUCED CONTROL EFFECTIVENESS, DUE TO THE SLOW SPEED AS THE AIRPLANE WAS COMING OFF STEP, DID NOT ALLOW THE PILOT TO COMPENSATE FOR THE WIND GUST.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB NYC00LA013](https://openairdocs.org/ntsb/NYC00LA013), Oct 8, 1999: Piper PA-18-135 (N9964Q), Hoffmeister, NY, substantial damage. Probable cause: The pilot failure to maintain directional control while step-taxiing. A factor in the accident was gusty winds.

## Other reports on N9964Q (1)

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
