(-23) WITNESSES AT THE ELN AIRPORT OBSERVED THE AIRCRAFT DURING THE LANDING AND THE GEAR APPEARED TO BE EXTENDED. PILOT CHARNESKI STATED THAT THE GEAR COLLAPSED DURING THE LANDING ROLL. INVESTIGATION REVEALS THE SYSTEM DID NOT MALFUNCTION BUT APPARENTLY WAS NOT COMPLETELY LOCKED IN THE EXTENDED POSITION.
