## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(.4) PRIOR TO LANDING, THE PILOT OBSERVED THE WINDS TO BE BETWEEN 10 AND 12 KNOTS, AND SHE BRIEFED HER PASSENGERS ON HIGH WIND LANDING PROCEDURES, SPECIFICALLY WITH REGARD TO PROPER POSITIONING FOR LANDING. UPON LANDING, THE BALLOON'S BASKET TIPPED AND ONE OF THE PASSENGERS (WEIGHING OVER 300 LBS.) LOST HIS HOLD ON THE BASKET AND FELL ON TOP OF THE SECOND PASSENGER (WEIGHING 150 LBS.). THE PASSENGER WHO WAS FALLEN ON RECEIVED A BROKEN ANKLE. (-23) ON 11/06/99 AT 08:15 AM, MST, PASSENGER ON BOARD AN AEROSTAR RX-5 HOT AIR BALLOON (N9105Z) SUFFERED MINOR INJURIES DURING A "HIGH-WIND" LANDING. THE ACCIDENT OCCURRED APPROXIMATELY THREE MILES SOUTHEAST OF ARTESIA, NM. AFTER TAKING OFF WITH NUMEROUS OTHER BALLOONS, THE WIND VELOCITY INCREASED. DURING THE LANDING PHASE, ONE OF THE GONDOLA WAS DRUG BY THE WIND AND TIPPED OVER. ONE PASSENGER (DESCRIBED AS "FAIRLY LARGE") FELL AGAINST ANOTHER PASSENGER BREAKING THE SECOND PERSON'S ANKLE. THE AIRCRAFT IS REGISTERED TO NICOLE A.
