## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23)PILOT ATTEMPTED TO TAKE-OFF FROM A GRASS FIELD NEAR FRANKLIN, NY. ON THE SECOND ATTEMPT, THE PILOT CONTINUED THE TAKE-OFF WITH INSUFFIECIENT MAIN ROTOR RPM, AND HIT A SHORT STONE WALL WITH TREE STUMPS PROTRUDING FROM THE WALL AT THE END OF THE FIELD. SUBSTANTIAL DAMAGE TO THE AIRCRAFT AND SERIOUS INJURIES TO THE PILOT.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB IAD00LA013](https://openairdocs.org/ntsb/IAD00LA013), Dec 12, 1999: Rogers RAF 2000 (N78ME), Franklin, NY, substantial damage. Probable cause: was the pilot's failure to abort the takeoff due to inadequate rotor rpm.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
