(-23) HELI N5QZ ACCEPTED AN ATC INSTRUCTION TO FOLLOW PA-28 N8447Y ON FINAL APPROACH TO RUNWAY 2L AT DEKALB-PEACHTREE AIRPORT. N5QZ DEVIATED FROM THE ATC INSTRUCTION AND OVERTOOK TO PASS N8447Y.
