(-23) AIRCRAFT ATTEMPTING TO LAND ON RUNWAY 28 AT THE RALEIGH COUNTY AIRPORT (BKW), ENCOUNTERED WIND GUST THAT CAUSED THE PILOT TO LOSE CONTROL AND M AKE A HARD LANDING. THE RIGHT WING TIP AND THE PROPELLER WERE DAMAGED, BUT THE PILOT WAS UNINJURED.
