THE AIRCRAFT CAME DOWN HARD ON THE NOSEWHEEL ON THE FOURTH BOUNCE AND CAME TO A STOP SLIGHTLY OFF THE RUNWAY. THE PILOT STATED THAT THE WINDS WERE LIGHT, ABOUT 6 KNOTS. HE SAID HE DID NOT ADD ANY POWER OR ATTEMPT TO GO AROUND. HE STATED THAT HE MAY HAVE LOST HIS GRIP ON THE THROTTLE WHILE BOUNCING. THE PILOT IS A PARAPLEGIC WHO FLIES WITH SPECIAL EQUIPMENT INSTALLED AND HAS A STATEMENT OF DEMONSTRATED ABILITY. QUESTIONS HAVE ARISEN, AND ARE BEING INVESTIGATED BY HLN FSDO, REGARDING POSSIBLY INCORRECT ELEVATOR TRIM TAB RIGGING. ADDITIONALLY, THE ROBERTSON FLAP/ELEVATOR INTERCONNECT RIGGING IS POSSIBLY INCORRECT. IMPROPER WEIGHT AND BALANCE IS ALSO BEING CONSIDERED, AS THE OXYGEN BOTTLE WAS REMOVED BUT NOT ACCOUNTED FOR IN THE WEIGHT AND BALANCE DOCUMENTATION. A SAFETY RECOMMENDATION WILL BE SUBMITTED REGARDING THE ABSENCE OF ANY CONTINUED AIRWORTHINESS GUIDANCE FOR THE ROBERTSON STC. ADDITIONAL INFORMATION WILL BE FORWARDED VIA AMENDMENT TO THIS REPORT AS IT BECOMES AVAILABLE. THE AIRCRAFT WAS FLOWN IN AN UNAIRWORTHY CONDITION WITHOUT BENEFIT OF A FERRY PERMIT; THEREFORE, EIR ACTION WILL BE TAKEN BY HLN FSDO ON THIS MATTER. A 44709 RE-EXAMINATION WILL BE ORDERED FOR THE PILOT-IN-COMMAND.
