(-23) ON AUGUST 18, 2001, AT 1710 CST, A PIPER J3 OWNED AND OPERATED BY JACK L. EPPARD WAS DAMAGED DURING LANDING ROLLOUT. THE PILOT STATED THAT HE INTENTIONALLY GROUND LOOPED THE AIRCRAFT AFTER AN UNEXPECTED WIND GUST LIMITED HIS DIRECTIONAL CONTROL.
