(-23) MADE AN EMERGENCY LANDING BECAUSE ENGINE WAS BACKFIRING AND SPUTTERING AND FINALLY QUIT. PILOT WAS VECTORED TO AUGUSTA FOR THE EMERGENCY LANDING. A TIME OF EMERGENCY AIRCRAFT WAS CRUISING AT 5,500 FT. UPON LANDING WAS UNABLE TO LOWER GEAR REQUIRING A BELLY LANDING.
