## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) IGL1920010034 - ON SEPTEMBER 16, 2001, AT APPROXIMATELY 1014 CDT, A NO RADIO VFR TARGET WAS OBSERVED ON RADAR NEAR CHAMPAIGN, IL BY CHAMPAIGN ATCT. TEMPORARY FLIGHT RESTRICTIONS PROHIBITING VFR FLIGHT, DUE TO A NATIONAL EMERGENCY, WERE IN EFFECT AT THE TIME OF THE OBSERVATION. THE TARGET AIRCRAFT APPEARED TO LAND AT A PRIVATE AIRSTRIP. CHAMPAIGN ATCT PERSONNEL LATER TALKED WITH THE PILOT BY TELEPHONE AND ADVISED HIM OF THE CURRENT STATUS OF THE NATIONAL AIRSPACE SYSTEM. ATCT PERSONNEL WERE UNABLE TO PROVIDE AN AIRCRAFT REGISTRATION NUMBER, A VALID NAME, OR A CERTIFICATE NUMBER FOR THE PILOT IN COMMAND. NOTIFICATION OF THIS INCIDENT WAS PROVIDED TO THIS OFFICE ON FAA FORM 7230-4 DAILY RECORD OF FACILITY OPERATION. THIS INVESTIGATION FAILED TO IDENTIFY THE PILOT-IN-COMMAND OR AIRCRAFT REGISTRATION. THIS INCIDENT IS CLOSED WITH THIS REPORT.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
