## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) POLICE REPORTS SHOWED THAT EYEWITNESSES REPORTED THAT AN AIRCRAFT FLEW VERY LOW OVER TWO HIGH SCHOOL FOOTBALL STADIUMS DURING INTRAMURAL SCRIMMAGES WHEN FEWER THAN TWO HUNDRED PERSONS WERE PRESENT AT EACH LOCATION. EYEWITNESS REPORTS GAVE THE AIRCRAFT'S ALTITUDE AS LOW AS 150 FEET TO ABOUT 1,000 FEET, HOWEVER AN ANALYSIS OF THE NTAP DATA SHOWS THE AIRCRAFT'S ALTITUDE WAS MOSTLY 900 FEET MSL IN AN AREA WHERE THE GROUND ELEVATION IS LESS THAN 100 FEET MSL. DURING INTERVIEWS, THE 17 YEAR OLD PILOT AND HIS 17 YEAR OLD PASSENGER REPORTED THAT THEY DID FLY OVER THE TWO STADIUMS AT ABOUT 1,000 FEET MSL AND THAT THEY DROPPED A FEW ROLLS OF TOILET PAPER OUT OF THE AIRCRAFT. POLICE REPORTS SHOW THAT RESPONDING EMERGENCY PERSONNEL RECOVERED "PAPER TOWELS" NO CLOSER THAN 500 FEET FROM THE STADIUMS. THERE WAS NO DAMAGE TO PROPERTY AND NO INJURIES.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
