(-23) ON FLIGHT 2331 FROM LEWISTON IDAHO TO SEATTLE WASHINGTON CREW NOTED NOISE AND VIBRATION ON APPROACH TO SEATAC. ON POSTFLIGHT INSPECTION CREW NOTED THAT NUMBER #1 LEFT HORIZONTAL STABILIZER DE-ICE BOOT WAS MISSING FROM AIRCRAFT. MAINTENANCE REMOVED AND REPLACED LEADING EDGE ASSEMBLY. BOOT ASSEMBLY TIME SINCE INSTALLED ON LEADING EDGE WAS 4300 HOURS. DE-ICE BOOTS INSPECTION AND MAINTENANCE PROGRAM UNDER REVIEW BY CARRIER AND FSDO.
