## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE TAXI WAYS COULD NOT BE PLOWED CAUSING THE PILOT TO TAXI THE AIRCRAFT ONTO A SNOW BERM AT WEST EDGE OF THE RUNWAY, COMING TO A COMPLETE STOP, THE PILOT RELEASED THE BRAKES AND THE AIRCRAFT STARTED TO ROLL BACKWARDS. WHEN THE PILOT APPLIED THE BRAKES, THE TAIL OF THE AIRCRAFT STRUCK THE GROUND CAUSING DAMAGE TO THE TIE DOWN RING AND THE ASSOCIATED STRINGERS. THE DAMAGE TO THE AIRCRAFT WAS MINOR AND THE PILOT ELECTED TO FLY THE AIRCRAFT BACK TO BETHEL AFTER HE WAS UNABLE TO LOCATE A TELEPHONE. HE SAID THE AIRCRAFT WAS ON THE RUNWAY, PRESENTING A DANGER TO ANY LANDING AIRCRAFT, AND HE BELIEVED IT WAS IN THE INTEREST OF SAFETY TO RELOCATE THE AIRCRAFT TO BETHEL.
