## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON MARCH 9, 2002 AT 1357L THE SUBJECT AIRCRAFT DEPARTED TETERBORO AIRPORT (TEB) RUNWAY 6, ENROUTE TO MONTAUK (MTP). WITNESS REPORTS STATE THAT THE AIRCRAFT CLIMBED TO 800 FEET AND LOST POWER. THE AIRCRAFT MADE A DESCENDING LEFT TURN BACK TOWARDS THE AIRPORT ROCKING ITS WINGS FROM SIDE TO SIDE. THE AIRCRAFT IMPACTED THE AIRPORT BOUNDARY AT 1358L IN THE AREA BETWEEN RUNWAYS 19 AND 24 AND PARALLELING ROUTE 46, IN A FLAT, WINGS LEVEL ATTITUDE WITH A HIGH VERTICAL DESCENT RATE. THE AIRCRAFT SKIDDED APPROXIMATELY 245 FEET AND BURST INTO FLAMES KILLING THE PILOT WHO WAS THE SOLE OCCUPANT AND DESTROYING THE AIRCRAFT. CRASH INVESTIGATION FOUND THE FOAM FILTER ELEMENT FOR THE BRACKETT BA2405 AIR FILTER INGESTED INTO THE TURBO CHARGER INTAKE. THE FILTER FRAME WAS ALSO FOUND INSTALLED BACKWARDS. THIS IMPROPER INSTALLATION PLACED THE FILTER ELEMENT-RETAINING SCREEN OPPOSITE THE INDUCTION SIDE OF THE TURBO CHARGER ALLOWING THE ELEMENT TO BE INGESTED. THIS CAUSED AN UNRECOVERABLE POWER LOSS AND RESULTANT CRASH.
