## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON 05-09-2002 N15024, A PA 34-200 WAS BEING OPERATED BY WRIGHTWAY AVIATION CENTER, LLC, A CERTIFICATED FLIGHT SCHOOL (W5YS637K), WITH THE FLIGHT INSTRUCTOR BRYAN HORLINGS (CERT #521934938) AND STUDENT BENJAMIN RIDER (CERT #215968336). THEY WERE ON APPROACH AT FLAGLER COUNTY AIRPORT (X47), AT 500' AGL AND WERE APPLYING THE LAST NOTCH OF FLAPS (40 DEGREES), WHEN THE AIRCRAFT BEGAN AN UNCOMMANDED ROLL TO THE RIGHT WHICH CONTINUED EVEN WITH FULL LEFT AILERON APPLICATION BY THE STUDENT. MR. HORLINGS SAID HE TRIED TO RETRACT THE FLAPS, BUT THE LEFT FLAP REMAINED AT FULL EXTENSION. AT THIS TIME MR. HORLINGS' ATTENTION WAS DRAWN TO THE RIGHT FLAP WHICH HAD SEPARATED AT THE TWO OUTBOARD ATTACH POINTS AND WAS FOLDED UPWARD AND REARWARD TO A VERTICAL/TRAILING POSITION. CONTROL WAS REGAINED AT APPROXIMATELY 300' AGL BY REDUCING POWER ON THE LEFT ENGINE. WHILE REDUCING POWER ON THE RIGHT ENGINE DURING THE FLARE, THE AIRCRAFT AGAIN BEGAN TO ROLL TO THE RIGHT. MR. HORLINGS REAPPLIED THE POWER TO THE RIGHT ENGINE AND PUT THE AIRCRAFT IN A 10-DEGREE SLIP TO THE LEFT. JUST BEFORE THE LEFT WING TIP WAS ABOUT TO HIT THE RUNWAY, POWER WAS REDUCED ON THE RIGHT ENGINE AND THE AIRCRAFT ROLLED TO THERIGHT ONTO BOTH MAIN WHEELS.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
