## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) STUDENT PILOT ON 3RD LEG OF HELICOPTER SOLO ATTEMPTED TAKEOFF FROM SOFT FIELD AND LOST CONTROL AND EXPERIENCED DYNAMIC ROLLOVER. JUST PRIOR TO THIS THE STUDENT LANDED TO ADJUST HIS BALLAST ON THE RIGHT FLOOR JUST AFT OF THE CYCLIC. THE BALLAST WAS NOT SECURED AND HAD PREVIOUSLY SHIFTED APPLYING FORWARD PRESSURE TO THE CYCLIC. THE STUDENT PILOT WAS COUNSELED AND ADVISED TO SECURE ALL BALLAST IN THE FUTURE.
